Great Lakes States Legislation


Frustration at the delays in passing/amending U.S. federal legislation and dissatisfaction with the results of implementation of the EPA/Coast Guard rules have driven some states to implement more stringent standards as a means to prevent further AIS introductions. Michigan, Wisconsin and Minnesota have adopted standards more stringent than the IMO required as part of the EPA NPDES permit process.

The state of New York has implemented rules and regulations that are 100 to 1,000 times greater than the IMO standards for ships traversing New York waterways. Wisconsin has followed New York’s lead. The Great Lakes Commission has developed a comparison table for easy reference.
