The Cleveland-Cuyahoga County Port Authority was established in 1968 to oversee maritime operations and improve competitiveness. A nine-member board of directors sets the policies and procedures governing the port. The city appoints six members to the board, while the county appoints three. Each board member serves a minimum four-year term.

Day-to-day port operations are administered by a President. Reporting to the President are Vice Presidents of Maritime, Development Finance, and Strategic Development.
